A response to Shaney’s letter from Pier Trust Chairman, Doreen Stone (11th Jan 2013)

Shaney and I met up yesterday to discuss her open letter about CCC’s possible leasing of the pier platform and I think she does have a cause for grievance that a concession of this magnitude was not advertised for tenders. We agreed with her that although anyone has a right to put in for planning permission on a site whether they own it or not, the opportunity to lease the platform should have been opened to everyone.

As Chairman of the Pier Trust, I assured her that at no point had the Pier Trust been involved or consulted about Mr Cain putting in for planning permission to build a mini golf course there. None of the trustees knew anything about it until we were told in late November, nine days before the AGM by Dawn Hudd who made it clear to me that CCC were under no obligation to consult the Trust as the Memorandum of Understanding had lapsed on June 30th 2012. At this meeting, we were given a single page artist’s concept sketch (which was not in the public domain at that time) to discuss with the Board.

The trustees’ first reaction was disappointment that it would prevent us implementing our own plans for a café, a community stage and an income from concessions on the platform including roller skating, markets and a weddings’ venue. However, as I am sure David Shepherd, our then Events Manager would confirm for me, during the summer the Trust met with so many problems including Health and Safety, stewarding, submission forms specific to each event to be submitted three months before the date of the event – that we were never able to run the farmers’ and other markets, the art weekend, the performance and music events we had hoped to organise once the pier was ready for us in June.

Also, in our 2011 -2012 business plan, we had included concessions within our income calculations. However, although we returned detailed comments and our approval for at least 6 concessions, we were never given any feedback on CCC’s final choice of only 2 concessions and we certainly didn’t receive any income from them.

So, in the light of our awareness of how little we had been able to deliver on the platform in 2012, a majority of the Board began to see the reciprocal value of a well-run attraction on the platform to increase the footfall to our retail beach hut village we are still intending to build along the leg. Three trustees requested and met – all 6 were invited to attend - David Cain mid-December (after the AGM) to find out more about his proposal and whether he would involve the Trust if CCC decide to go ahead with his proposal. We were not aware that the leasing had not been advertised so that others like Shaney could also apply.

Herne Bay's Pier Trust gets new entertainment boss

Bay music man David Shepherd has been put in charge of entertainment at the town's Pier Trust following criticisms from the city council. At the last executive meeting, officers accused the trust of being inexperienced. So councillors voted officers an extra £6,000 to boost their events team to help organise some events for the summer.

But the Pier Trust has hit back by taking on musician Mr Shepherd, who runs public address company Tasty Sound. Mr Shepherd said:

"I have been a trustee on the Herne Bay Pier Trust since September and was put forward for my expertise in event management. The trust is taking huge steps in drafting in experts from various industries to fulfil the demands of a fully rounded plan. While I appreciate the council's concerns, I can assure the people of Herne Bay that we are a much more dynamic and focused group than when many of the concerns were first raised."

Mr Shepherd has been working with the city council's events team for the past six years, helping to organise the eight-day 40-band Herne Bay Rocks talent show spread over eight venues during the Herne Bay Festival. He has also managed the main stage and compered shows. He said:

"My previous background was in the music industry, where I toured as a sound technician for pop and rock artists. I have managed and co-ordinated events in entertainment and corporate circles, supplying equipment for Princess Anne and American President Barack Obama. Let us not forget the Pier Trust's Christmas market and grotto, which had more than 3,500 visitors, with 650 children visiting Santa and more than 750 schoolchildren singing."

"We have a limited time to organise events but that is nothing new. Schedules are often tight. But I have enormous faith in the council's events team who have always been hugely co-operative. I am absolutely confident we will be running some amazing events on the pier this year. I would also love to hear from anyone who would like to get involved as we are always open to new ideas."

100 march against post closures

More than 100 campaigners took to the streets in protest at plans to close Royal Mail sorting offices in Herne Bay and Whitstable. They marched through Herne Bay on Saturday and along the seafront, led by Bay sound engineer David Shepherd, 39, with a loud hailer.

Joining him was Whitstable campaigner and postman Chris Stone. Royal Mail Wants to close depots in Eddington Lane, Herne Bay, and Cromwell Road, Whitstable, as part of a huge shake-up within the next two years. Operations would be concentrated at the Canterbury depot in Military Road. The march was featured by both BBC and ITV. Mr Shepherd, who also took along his young son Oscar, said:

"We are bringing the issue to the attention of more people. We fear Herne Bay and Whitstable residents will be forced to travel to Canterbury to collect undelivered post."

Protesters predict it will take posties longer to complete their rounds. The Royal Mail says the changes are part of a modernisation programme that will cut costs and increase efficiency. Canterbury and Whitstable MP Julian Brazier has written to Royal Mail bosses, warning:

"The mail will have to be carried to and from Canterbury by van, rather than bicycle, which seems a retrogressive step at a time when you are publicly committed to greener options."

Postman Chris Stone said:

"There has already been £400 million spent on new machinery which actually slows down delivery. Millions have been spent on new vans to replace bikes."

Mr Stone said he was slightly disappointed by the turnout in Herne Bay - 200 people joined the Whitstable march - but he feels there is time to build the campaign.
