Jonathan Elliott awaiting sentence after disrupting last week's polls

A protestor is awaiting sentence after admitting putting two vials of unidentified liquid into a ballot box. Jonathan Elliott, 47, was charged after the discovery of the liquid in a box from St Andrew's Church Hall in Grimshill Road.

He appeared in Dover Magistrates' Court on Saturday and the case was adjourned for sentencing later this month.

Elliott was previously bound over by Canterbury magistrates after admitting a charge of breaching the peace after lunging at the Prince of Wales's car during the Archbishop of Canterbury's enthronement in March.

Jobless Elliott, of Sydney Road, was then warned he would have to pay £100 if he breached the peace again. He has previously described Prime Minister David Cameron and the royal family as "parasites".

Police were called to the election count on Friday in the Kings Hall in Herne Bay when the vials were discovered. There followed a three-hour delay while officers investigated. Officials could not identify the yellowy-orange liquid in the vials – which were wrapped in a ballot paper – and handed out gloves to the counters as a precaution.

Once police arrived on the scene they instructed returning officer and city council chief executive Colin Carmichael to advise reporters to leave the room. There was no advice for candidates, agents or official observers, or for the counters. After some reporters refused – including Times staff – officers moved the vials to the bar of the venue.

After examining the boxes and the papers in them, they were declared safe and the counting began three hours later than planned.

Independent Herne Bay candidate in county elections threatened with legal action by Canterbury City Council

An Independent candidate in today's county council elections has been threatened with possible legal action by Canterbury City Council.

Steve Coombes, who is promoting a festival to mark the centenary of artist Marcel Duchamp's visit to Herne Bay, was issued with a demand by the authority on Monday morning to take down election posters pasted onto a pedestrian zone sign in Mortimer Street.

But Mr Coombes says he was merely highlighting a legitimate political point. The former university lecturer said:

"The sign is so illegible and broken that the regulations which it is meant to announce are unenforceable. Moreover, £3,000 for Herne Bay community funds was used to pay for a traffic barrier that was not shut this Saturday, in consequence making both the expenditure and the barrier completely ludicrous."

Mr Coombes has not taken down the poster, or others which promote his BLAGA awards (British Local Authority Gallery of Absurdism) at eyesore The Bun Penny pub and King's Road car park, where he says the free parking scheme has gone unnoticed due to poor advertising

He said he will remove them after today's election. But a spokesman for Canterbury council said:

"We have been alerted by other election candidates that a road sign in Herne Bay showing a pedestrian zone has been obscured with election material of another candidate. This is a road safety matter for the police and Kent Highways to deal with. We have suggested to Mr Coombes that he removes this material, as it is in breach of highways legislation, and informed him that, if he doesn't, we will be urgently reporting the matter to Kent Highways."

Death, suicide and death threats

Drugs death suspect Craig Wallis has been found dead. Mr Wallis, 37, from Herne Bay, was arrested in connection with the death of Bay man Mark Creed. Mr Creed died of a drugs overdose in a house in Claremont Street on Saturday, March 17.

After being released on bail by police, Mr Wallis checked himself into a mental health ward at Ashford's William Harvey Hospital. But the diabetic walked out without his insulin on Wednesday, April 11. His body was discovered in Sweetwillow Wood behind the hospital last Saturday morning.

Mr Wallis had been expected to face Canterbury magistrates on Friday, May 11, to answer a charge of supplying a controlled drug. Kent Police spokesman Lesley Miller said:

"Formal identification has not yet taken place but the death is not being treated as suspicious."

The body was named locally as that of Mr Wallis. Hospital spokesman Adrian Lowther said:

"We would like to offer our condolences to the family of Mr Wallis. We are undertaking a review of this case but the matter is now in the hands of the coroner and we cannot comment further at this stage."

In a further twist in the double-death inquiry, homeless man Steve Williamson, 44, claimed he had received death threats. Mr Williamson, who has been living in a shack in woods at Herne, said:

"I took one of the same pills with Mark. We were on the seafront and popped them at the same time. I nearly died and was in hospital with an overdose. When I heard Mark had died, I told police about the suspect drugs. We were given them by two men. Now I've heard I am being blamed for the deaths of both Mark and Craig. I don't know why. The word on the street is that I have seven days to leave town."

Police said they were taking the threat seriously. Mr Williams, a self-confessed former alcoholic now accompanied by his dog Jack, added:

"If you find me dead on a pavement you'll know why. But I'm not running. This is my home. I've gone clean and found God. I believe I've escaped death this many times for a purpose. Maybe God wants me to be an angel and help those like myself who have fallen through the cracks."

E-fits released after distraction burglary in Herne Bay

Kent Police has issued e-fits of two people they would like to speak to in connection with a distraction burglary in Herne Bay. Detectives are investigating after a small amount of cash was stolen from the home of a 90-year-old man at about 3pm onSunday 4 December 2011.

Detective Constable Leigh Woolnough said:

'At about 3pm the previous afternoon, Saturday 3 December, a young woman knocked on the door of the pensioner’s home, which is in the West Bay area of Herne Bay, and asked if he wanted to buy some raffle tickets for a children’s charity. It was cold outside so the man invited her in to stand in the hallway while he found some change and bought £3 worth of raffle tickets.

'The following day the young woman turned up again, this time with a young man with her. While she was talking to him about the lottery her companion asked for a glass of water. As the victim went to the kitchen to get him a drink they stole about £20 in cash.'

Description of the pair

The woman is described as aged between 17 and 18, about 5ft tall and of a heavy build. On the first visit she wore a dull brown/red jumper with a zip, and on the second visit a grey jumper with the word ‘Love’ written on the left side. She spoke with a lisp.

The man is also described as aged between 17 and 18 and was of a slim build and about 5ft 5in tall. He had dark brown hair, was clean-shaven and wore dark casual clothing.

Detective Constable Woolnough is appealing for anyone who recognises the e-fits or who thinks they may have been approached by the pair to contact police on 101 or Kent Crimestoppers anonymously on 0800 555111.

Advice to others

She urged the elderly to be vigilant and said:

'Distraction thieves often prey on a person’s good nature but there are ways you can protect yourself.'

This includes:

  • Ensure rear doors and windows are shut and locked when answering your front door
  • Consider fitting extra security measures such as spy holes, door chains, door locks and intruder alarms
  • Always check the ID of cold callers - a door chain or spy hole will help you do this without letting anyone into your home. Don’t be afraid to turn people away.

Greenhill residents pull together after vandals target cars

Residents of two roads in Greenhill, Herne Bay, have shown their community spirit after vandals went on a paint-spraying rampage. Between 10 and 12 cars parked in Chestnut Drive and Poplar Drive were sprayed with obscenities some time between 10.30pm on Thursday 29 December and 12.30am on Friday 30 December 2011. One car had its nearside front window smashed.

PC Justin Walton said:

'A white spray paint was used to cover windows and write various expletives over the cars. Fortunately it was non-permanent paint and, with a lot of elbow grease and specialist cleaning fluids, the paint is coming off.'

'Tremendous community spirit'

PC Walton said that although residents had been shocked and angry at the random acts of vandalism, they had pulled together:

'They showed tremendous community spirit and have been out helping each other clean their cars. One resident is away and three of his neighbours have been cleaning off the paint on his car for him so it’s back to normal for his return.'

Police have carried out house to house enquiries and crime scene investigators have been in Greenhill carrying out a forensic examination. Officers are also appealing for people who were in the area on Thursday night and saw anyone acting suspiciously to contact them.

PC Walton said:

'We would particularly like to hear from anyone who finds a discarded white spray paint can in the Greenhill area, as it could help us with our enquiries.'

Friendly fire?

Across Herne Bay there are arched eyebrows, knowing looks, thoughtful "hmmm's" and I-told-you-so's.

The very thorough fire that gutted the Bun Penny in the small hours of 1st September was no accident.

The Kent Fire experts have decided that "an accelerant" was involved, so Kent Police are treating it as arson, and are asking for witnesses... see below for details.

What next for The Burnt Penny? Clearly it's a shell, but it's unclear whether the shell is solid or unsafe. Is it worth keeping or restoring? It's a prime location, but hadn't (apparently) been very successful as a pub for a while. Any and all suggestions welcome.

Kent Police has confirmed that it is treating a blaze which severely damaged the Bun Penny pub in Central Parade, Herne Bay, as arson. The building was empty at the time and no-one was injured in the blaze. The fire was discovered at about 1am on Thursday 1 September. Detective Inspector Nick Greenan said:

'Kent Fire and Rescue Service’s fire investigation team have now completed their report and we are satisfied the fire was started deliberately using an accelerant.'

'We are appealing for anyone who was in the area on Wednesday night and saw someone going to or leaving the building to contact us immediately. Because an accelerant was used to start the fire it is likely it took hold fairly quickly so the crucial times are between about midnight and 1am.'

Delicatessen plundered for scrap twice in one week

Metal thieves are running rampant through Herne Bay and not even your kitchen equipment is safe, according to one trader. Delicatessen boss Steve Dansey said his fridge has been plundered for parts - not once but twice in recent weeks. He said:

"My fridge was delivered on a Monday. On Tuesday when we went to assemble it we saw all the aluminium brackets had been stolen. It was assembled on Wednesday and by Friday they'd clipped the copper pipes off the back, even though it was running!"

On Tuesday he saw a teenager sifting through items left for a second-hand shop and taking scrap metal away on his bike. Mr Dansey, who runs Butterfly Meadow in the High Street, added:

"He had a black bag on his bike for the scrap. It seemed very Well organised. He wheeled his bike to the end of the road and just Waited to be picked up."

Other shopkeepers say they have spotted thieves stealing metal strips from steps, and in January iron drain grids were stolen for their scrap metal value, leaving holes in the road. Police are working to combat the problem by visiting about 50 breakers yards and scrap metal dealers across the county. Chief Superintendent Steve Corbishley, Kent Police's head of partnership and communities, said:

"Metal theft is a national problem and one of the UK's fastest-growing crimes, and it's having an impact on communities in Kent. We've had church roofs and school buildings targeted, telephone cable and manhole covers stolen by thieves recently. Around 15 million tonnes of metal is recovered nationally each year, with a sale value of £13 billion, which gives an illustration of the scale of this criminality, due to the rising value of commodities like copper. We are visiting scrap metal dealers, and will continue to work on days of action to raise awareness and to target suspects when we have information they are involved in crime."

Killer driver free after just 4 years

A businessman whose wife died in a horrific road accident says he's devastated by the early release of the man responsible. Mike McKenzie was left to raise his three children alone after George Forbes ploughed head-on into his wife Janice's car on the old Thanet Way.

Forbes, who was more than four times over the legal alcohol limit, was jailed for eight years for causing death by dangerous driving in August 2007, but was released on Tuesday, four years early.

Mr McKenzie, who runs furniture company Spacemaster Kent, said he was shocked by the early release. He arrived on the scene moments after the crash. He recalled:

"It was a hugely traumatic evening for us. After my wife Jan didn't turn up in the evening, myself and our three children went to look for her. We arrived at the crash not long after it happened, with my wife's body still in the vehicle. George Forbes had a history of dangerous driving, and now he's being released after just four years to come and live in Whitstable. Myself and my children – Paul, Donna and Scott – are going be forced to cross paths with the man who took their mother and my wife away; a man who has never expressed remorse or apologised."

Mr McKenzie, who was married to his wife for 34 years, said at the time of the court hearing that she hadn't died in vain. He told the Times in 2007 that if her life was lost to keep Forbes off the road, then that was her final sacrifice. Four other cars were involved in the pile-up. A boy aged 7 and an 11-week-old baby girl were also taken to hospital.

Richard Willingham, then Canterbury fire station manager, described being met with a "scene of devastation". He said at the time: "It was a particularly awful and challenging incident."

Ex-councillor Martin Fisher jailed for child pornography

A former Sheriff of Canterbury has been sent to prison today after admitting indecently assaulting a vulnerable youngster and downloading child pornography. Ex-councillor Martin Fisher, 61, later told one police officer:

"Some people like Picasso..I like pictures of children with no clothes on."

The paedophile pleaded guilty at Canterbury Crown Court to five charges, including two sexual assaults on an adult and 11 charges of downloading disgusting images of children - including one depicting sado-masochism on a child. Fisher, from Queen's Road, was told by Judge Adele Williams he had a "deviant sexual interest in children" who had shown no insight about the effect on his victim.

Fisher, who ran his own insurance business in Sittingbourne, was jailed for a total of 15 months and banned him from working with children for 10 years. The sentence was the culmination of a 15-month long investigation by the East Kent Public Protection Unit, based at Canterbury Police Station. Investigating officer, Detective Constable Richard Allen, said:

"This was a joint investigation with Kent Social Services in which Kent Police took the lead. We arrested Fisher in April 2010 after one of his victims reported the offences. During the course of the investigation computers, video cameras and cameras were seized from Fisher's home in Whitstable and his business address in Sittingbourne. We found indecent images of children and paedophilic stories that had been downloaded from the internet both on his home and business computers. Paper copies of indecent images were found in the office at his home and copies of paedophilic stories were discovered underneath his bedside cabinet. When Fisher was arrested and interviewed he admitted accessing and printing the images and stories but he said he didn't accept they were indecent - he felt they were artistic.

Throughout police interviews Fisher denied the sexual assaults, but changed his plea to guilty at a court hearing on June 20. Detective Chief Inspector Paul Fotheringham, head of CID at East Kent, paid tribute to Fisher's victims, who, he said, had been prepared to give evidence against Fisher, should there have been a trial. He also paid tribute to officers at the Public Protection Unit for carrying out a meticulous investigation:

"Thanks to their dedication and thoroughness a damning case was built up against Fisher. Throughout the investigation Fisher refused to accept that he was sexually interested in children, despite using search engines on his computers to look for sites specifically involving sex with children. He maintained that indecent pictures and explicit paedophilic stories were 'art'. He has also since claimed that he pleaded guilty to save his victims the trauma of going to court and that he was also a victim in the case. We wholeheartedly dispute that. Hopefully, following today's sentence, he now understands that this behaviour is not acceptable and the only victims in this case are the people he sexually assaulted. I also hope that the case shows other victims that Kent Police will do everything in its power to bring offenders like Fisher to justice."

Alongside the 15 month sentence Fisher will stay on the sex offenders' register for 10 years. He was also given a sexual offences prevention order, banning him from working with children for 10 years.

Vehicle ploughs through stone bollards

They all drive like that in Whitstable...

A car ended up teetering on a sea wall after speeding off of the road and crashing through stone bollards. Stunned witnesses said the green Peugeot smashed through the bollards in Hampton after careering along Swalecliffe Avenue, ending up balanced on the sea wall on Sunday night. Phil Hopkins, whose house overlooks the road, said three youths walked away from the wreckage unhurt. He said:

"I was sitting in my house when I heard an almighty 'whoosh'. My cat jumped out of her basket like something had stung her and I ran to the front door just in time to see this car go flying off the road. Three young lads got out and walked away quite leisurely. They weren't running, although they were walking a bit faster than normal. They went up the verge and disappeared. Moments later the police arrived, then the fire service."

Another neighbour, who did not want to be named, said:

"I saw a car come hammering down, thump off the sea wall and land on the beach with half of it hanging from the sea wall. It had its hazard warning lights on. I thought: 'You won't need them mate!'."

Police confirmed a green Peugeot came off the road on Sunday night. A spokesman said:

"It crashed through stone bollards and came to rest balanced precariously over the sea wall near the Hampton Inn pub. No one was injured."

A 27-year-old man from Whitstable has been arrested on suspicion of dangerous driving. Police are appealing for witnesses. Call 01622 690690.

"Grotesquely selfish" arsonist gets 2 years

An arsonist who torched his flat in a fit of rage showed a "grotesque disregard" for the lives of young children and an elderly deaf pensioner, a court heard. Samuel Dudley, 22, was jailed for four years at Canterbury Crown Court after the judge heard he deliberately disabled a fire alarm before using a lighter to set fire to his sofa, duvet and clothes.

On January 11, terrified parents were forced to scoop up their children in the dead of night and race from the Canterbury Road building as smoke billowed around them. Initially fire crews feared Dudley was trapped inside and risked their lives trying to save him – until they realised he had set the blaze himself and then left.

Dudley claimed he was depressed at being evicted from the flat and admitted recklessly endangering life through arson. Donna East, prosecuting, said Dudley called his girlfriend Abbey Middlebrook after starting the blaze. She said:

"He went to see her and said 'I have burned my flat. I don't know why, I need help. No one can help me'."

In the meantime his sister and mother, who had gone to see him, saw the smoke and dialled 999. A deaf elderly lady slept through most of the commotion and was only awoken by the constant ringing of her doorbell.

Dudley told police he was angry at being evicted for rent arrears, and after drinking three pints of lager starting throwing things about the flat. He said that after using his lighter to start three separate fires, he "expected it to burn down", and left "without telling the other occupants". Peter Forbes, defending, said Dudley had lost his job and was worried about money. He said:

"His personal circumstances were getting on top of him and this led him into a despairing mood. There were young children in the flats and he is a father of two young children aged three and two who live with their mother, so he understood what risk that was."

Judge James said:

"This was a grotesquely selfish act which put entirely innocent people at risk. If this was a cry for help as your defence suggests, it was an extremely reckless act with callous disregard for anyone but yourself."

Dudley will serve half his sentence, less six months he has served already, but he will be released "under licence" for a further four years – so if he reoffends in that time he will be forced to complete his full sentence.

A CCTV camera has been installed on Herne Bay seafront to deter beach hut vandals - but only for six weeks. The temporary measure was put in place after concerns about vandalism and arson attempts were expressed. The seafront at Western Esplanade has long been a target for anti-social behaviour and criminal damage, with countless crimes reported in recent years.

The council has knocked back hut owners’ pleas for a permanent camera, blaming a lack of money in the budget. But last week it installed one of its three mobile cameras on a lamppost in Western Esplanade. It’s hoped the device - which was used at the same site last year - will deter would-be vandals and yobs from causing havoc during the summer holidays. Herne Bay Beach Hut Owners’ Association chairman Andrew Cook said: 

“We certainly welcome it back. As soon as it went up last time the aggravation stopped, and as soon as it was taken down it started up again. But we would like to see two or three permanent cameras along this stretch. If I had my way they’d cover all the way along to Hampton. I’m positive in thinking something could happen.”

Police community officer Mike Keam - a designated beach watchdog - added: 

“It’s good that we have the camera here. It will certainly act as a deterrent. If people are stupid and want to do something in front of it, we get to see what they’re doing and catch them.”

The camera will be operated by city council CCTV staff, who will alert the police to any illicit activity The council’s mobile camera chief Ray Aziz said: 

“We try and put the cameras where they are needed. The idea is that it acts as a deterrent and also as a monitoring resource for the council and police. We hope its presence will provide beach hut owners with some reassurance.” 

Mr Aziz said a permanent camera could cost between £10,000 and £25,000. The proposal will be discussed in September by councillors overseeing the budget.

Use CCTV to stop arson attacks, pleads mother

A desperate mum has pleaded with the council to help stop arsonists ruining her family's summer. Carolynn Binnie - whose beach hut has been destroyed by fire-starters three times - wants CCTV installed along the seafront in Western Esplanade, Herne Bay. The 42-year-old masseuse, of Ravensbourne Avenue, Herne, says she couldn't face having to tell her two young sons - Andrew, 11, and George, nine - the hut had been burned down again. She said:

"We've been left with a feeling of dread every time we go down to the hut - we just don't know if it's still going to be there. My boys are resilient, but I don't look forward to more tears and nightmares if the arsonists target our hut again this summer. Surely installing CCTV is something the council has to do this summer. It's nonsense not to protect people's property from crime. Having cameras along the Esplanade would at least act as a deterrent and help convict those mindless individuals who choose to carry out such reckless acts."

Mrs Binnie, who suffered arson attacks in 2004, 2006 and 2009, says only two weeks ago someone had tried to start a fire less than 10 feet from her hut. She said:

"Had it caught and the wind been blowing in the wrong direction, I could again be going through the nightmare of submitting another insurance claim and having to explain to two distraught children that their playtime on the beach has been ruined. Unlike some who holiday abroad, we prefer to enjoy our local amenities and spend money ir1 the local economy on leisure. We go downto the hut about five times a week. Surely the city council must recognise this and reward us 'stay-cationers' by helping to protect our property?"

Promise of more police patrols but more cameras would be prohibitively expensive

City council spokesman Rob Davies ruled out the possibility of CCTV along the seafront:

"We understand Mrs Binnie's concerns, but with more than 700 beach huts along the whole coastline it would be prohibitively expensive to install permanent CCTV at all hut locations. In addition, there are no power sources along the coast that would allow us to run a sophisticated CCTV network. That said, there are things we can do to try and reduce vandalism at beach huts.
Mobile CCTV has already been used at Herne Bay and will be used at Tankerton as well. We have the option to use this during the summer, but this will be on an intelligence-driven basis and when it is not in use elsewhere in the district. There will be increased and more targeted police patrols, advice on hut design and security for owners and extra facilities to deter the use of huts as shelter. Foreshore Services does not grant permission for fires.

The recent incident will be discussed at the next coastal neighbourhood tasking group to make sure it does not happen again. The council and police work closely with the beach hut associations and do as much as they can to protect beach huts."
